Richmond Council has revealed that the Planning Inspectorate has responded favourably to its request for early disclosure of the Unitary Development Policy (UDP) report on Proposal T1, which deals with the Twickenham Riverside site. The Inspector's full report on the UDP is not anticipated until later this year. Commenting on the early disclosure by the UDP inspector, Leader of Richmond Council Cllr Tony Arbour said: "It is highly unusual for the Planning Inspectorate to issue a single section of a UDP report early. We had requested the early disclosure to assist the forthcoming public inquiry into the Council's short-term scheme for Twickenham Riverside. " The scheme is designed to start the regeneration of the long-derelict Twickenham Pool site, by removing blight, providing public open space and children's play areas. "The inspector has accepted the vast majority of the amendments to T1 which we proposed. In addition, he has underscored the significance of public open space. The Cabinet made a commitment in December 2002 that open space must feature in the redevelopment of this site. "The inspector has also recommended that the UDP requires public conveniences at Twickenham Riverside. We have already given consideration to providing much-improved toilet facilities at Twickenham Riverside. In July 2003, we considered the principle of providing a combined café, public toilets (including disabled access) and baby change facilities as further public benefits at Twickenham Riverside pending a long-term solution. "In November 2003, the Cabinet gave authority for a further planning application for these facilities which would make a huge improvement to the whole area. The timing of that application is linked to the outcome of the forthcoming inquiry into the short-term scheme. "The UDP inspector appears to take the view that the final resolution of this problem will take quite some time. Our own strategy was designed to bring rapid improvement to a heavily vandalised and dilapidated area in the short term. It would then undertake the essential research and planning required to achieve a long-term scheme worthy of its setting at Twickenham Riverside."
