The Inspector reports on the Old Pool site  

The comments of the Planning Inspector examining Richmond Council's modifications to the borough's Unitary Development Plan relating to Twickenham Riverside have been published, and they include reference to including public toilets.

Richmond Council asked for early release of the Inspector's findings and they have been published ahead of the main part of the the report into the modifications to the UDP in order to advise the forthcoming "call-in" on the council's short term plans for the old baths site.

The inspector's rcommendations are:

(i) The restoration of the requirement to provide public conveniences;

(ii) The deletion of reference to the Arcadia in the City project;

(iii) More explicit emphasis on the provision of public open space as the predominant feature of any redevelopment scheme; and

(iv) The requirement that the planning brief for the redevelopment of the site indicate
(a) the extent of the public open space to be provided, which should be immutable irrespective of the time scale of any proposals; and
(b) the characteristics of the Conservation Area which justify its designation and with which new development should have regard to.

The call-in inquiry to examine the council's short term scheme for a playground and facilities at the upstream end of the old swimming pool site, and the securing of the rest of it, is scheduled for 11 February.
